How to become a PLRA Arazi Moawin in Punjab

To become an Arazi Moawin, you apply on PLRA's franchise portal at arazimoawin.punjab-zameen.gov.pk, pick a service and at least one tehsil, and pay a subscription by PSID. PLRA's own FAQ lists the tehsil rates as Rs 5,000 for Silver, Rs 10,000 for Gold and Rs 20,000 for Platinum. You need matric, basic computer skills, a biometric-verified CNIC and a mobile number registered on it.

An Arazi Moawin is a private franchise of the Punjab Land Records Authority, known as PLRA. It issues fards and starts mutations for the public from its own office. We loaded the franchise portal on 22 September 2026 and read its subscription plans, its 30 answered questions and the text of the PLRA (Franchising of Services) Regulations, 2025 that the portal displays. The figures below come from those.

What an Arazi Moawin franchise can do

PLRA's FAQ says an Arazi Moawin can offer two services today:

  • Fard, the certified copy of land rights. PLRA says all types of fard may be issued, including a fard for sale.
  • Mutation processing, which starts a property transfer, called an intiqal.

A third plan, E-Registry, is listed on the portal as "Coming Soon". PLRA says e-Registration and e-Stamp will be added later. It gives no date.

Some work still needs a government office. PLRA says attestation of a mutation, correction of record and stay order cases may still need a visit to an Arazi Record Centre. A customer can only be served if their CNIC is already in the land record. If it is not, send them to the centre.

What an Arazi Moawin franchise costs

PLRA splits tehsils into three groups by how much business they get. Each has its own subscription rate.

Three points the rate list does not make clear:

  • Each service and each tehsil is a separate subscription. PLRA says Fard and Mutation can be taken together and paid together, and that tehsils can be added at any time. So two services in one Gold tehsil will cost more than one.
  • It is a repeating subscription. The FAQ talks about auto-renewal, refunds for future months, and an option to renew from a wallet balance. It does not print the word "monthly" next to the rates, so check the period on your PSID before you pay.
  • The portal can also charge an onboarding fee and a security fee. Both are built into the checkout screens. PLRA does not publish the amounts, so you will see them only when you reach payment.

You earn by charging customers. PLRA fixes the government fee and taxes for each fard or mutation. It does not fix your own service charge. The FAQ says you and your customer agree it between you, and that the franchise charge is paid to you directly.

Who can become an Arazi Moawin

Under regulation 5, you must have passed matric or an equal exam, have basic computer skills such as Microsoft Office or typing, and pass PLRA's pre-qualification. The FAQ adds that you must be over 18, hold a valid CNIC that NADRA can verify by fingerprint, have a mobile number registered on that CNIC, and have a working email address.

You cannot hold a franchise if you are under 18, of unsound mind, declared insolvent, found unsuitable by PLRA, or were dismissed from service by PLRA or the Board of Revenue. A PLRA employee can apply, but must resign before signing the franchise agreement.

You do not have to live in Punjab. PLRA says a franchise can open anywhere in Pakistan, but it can only serve Punjab land records.

How to apply for an Arazi Moawin franchise

Steps to apply for a PLRA Arazi Moawin franchise on the official portal
  1. Open arazimoawin.punjab-zameen.gov.pk. It answered normally when we tested it. The old address plra.punjab.gov.pk did not respond at all, so do not use it.
  2. Create an account with your CNIC, mobile number and email.
  3. Choose your services, Fard, Mutation or both, and the tehsils you want to serve.
  4. Pick the subscription period. Two or more months in advance earns a discount.
  5. Generate the PSID and pay it through any online banking channel or at a bank counter. PLRA points to epay.punjab.gov.pk for PSID help.
  6. Verify your fingerprints and upload both sides of your CNIC, plus anything else PLRA asks for.
  7. Wait for pre-qualification. Under regulation 7, PLRA then notifies the franchise, signs an electronic franchise agreement with the Authorized Officer and issues your login.

The equipment PLRA requires

PLRA's FAQ lists the minimum setup:

  • A desktop with an Intel Core i5 of 10th generation or newer, 8GB RAM and a 128GB SSD.
  • A 1000VA UPS with at least 5 minutes of backup.
  • A black and white printer of at least 21 pages a minute, and any scanner.
  • A Digital Persona 4500 fingerprint device. Every fard and mutation needs fingerprint checks against NADRA.
  • A 720p web camera, and fully updated Windows 10 or 11 with antivirus and no cracked software.
  • Internet of at least 5 Mbps, and seating space for customers.

Buy the exact fingerprint model. PLRA names it, and a different reader may not work with the system.

Refunds, suspension and complaints

PLRA refunds only future months, never the month already running. It allows a refund if the franchisee dies, if PLRA ends the contract, or if you ask to stop. The Authorized Officer can suspend a franchise at any time. PLRA says this officer is usually the Deputy Commissioner of the district.

For problems, PLRA lists its help line 042-111-22-22-77, its online complaint route, and the nearest Arazi Record Centre. Customers can check a franchise is genuine the same ways.

Common questions

How much does an Arazi Moawin franchise cost?

PLRA lists Rs 5,000, Rs 10,000 or Rs 20,000 per tehsil for Silver, Gold and Platinum tehsils. The portal can also add an onboarding fee and a security fee at checkout. PLRA does not publish those amounts.

Can I choose more than one tehsil?

Yes. At least one tehsil is required and you can add any number. Each one adds to your subscription.

What qualification do I need to become an Arazi Moawin?

Matric or equal, basic computer skills, and PLRA's pre-qualification. You must also be over 18 with a biometric-verified CNIC.

Can I set my own fee for customers?

Yes, for your service charge only. The government fee and taxes for a fard or mutation are fixed by PLRA.

Can an Arazi Moawin register a sale deed?

Not yet. The E-Registry plan is marked "Coming Soon" on the portal. Stamp paper today is issued as e-stamp paper through the Punjab e-Stamping system.

Is PLRA's old website still working?

plra.punjab.gov.pk did not respond when we tested it on 22 September 2026. PLRA's services now sit on punjab-zameen.gov.pk and its subdomains.

We loaded arazimoawin.punjab-zameen.gov.pk, which returned HTTP 200, and read its subscription plan list, its 30-question FAQ and the text of the PLRA (Franchising of Services) Regulations, 2025 served by the portal. We tested plra.punjab.gov.pk, which gave no response. We did not open a franchise account, so we did not see the onboarding or security fee amounts.
