Two federal cabinet committees met on 29 and 30 October 2026. On 29 October the Cabinet Committee on the Export of Surplus Sugar, chaired by Deputy Prime Minister Ishaq Dar, reviewed the final sugar stock position up to the new crushing season and ordered close market monitoring while exports continue. On 30 October the Cabinet Committee for Disposal of Legislative Cases (CCLC) cleared four legal drafts, including a National Bank of Pakistan (Amendment) Bill and a change to section 18(3) of the NADRA Ordinance.

Neither meeting changes a price, fee or rule for you today. Both are steps on the way. Below is what each committee decided, what the government's own releases leave out, and the stage each item has to pass before it affects anyone.

We read both releases from the Press Information Department, PR No. 466 of 29 October and PR No. 486 of 30 October, on 31 October 2026.

The sugar committee told officials to protect home prices during exports

The Cabinet Committee on the Export of Surplus Sugar met on 29 October 2026 to finalise policy guidelines for exports. It reviewed the final sugar stock position up to the upcoming crushing season. Ishaq Dar said stable prices at home come first and ordered strong monitoring to prevent market distortion.

The release says the review was meant to measure the surplus accurately while keeping ample reserves for local use. Dar repeated the Prime Minister's instruction to protect domestic consumers. He said exports are meant to support farmers, strengthen the sugar industry and add to foreign exchange reserves, but that domestic prices remain "paramount".

Cabinet committee on sugar export, 29 October 2026: what was reviewed and what was not stated

No new sugar export quantity was announced

The 29 October release gives no stock figure, no surplus estimate and no new export quantity. The last approved quantity on record is 200,000 tonnes, allowed by the Economic Coordination Committee on 14 September 2026. So nothing in this meeting raises or cuts that amount.

For shoppers, the useful point is the instruction to watch prices while exports go on. The background is in our reports on the ECC's 200,000 tonne export approval and the 24 October stock review, when a cabinet committee was told sugar was below its Rs 155 target. For the price in your city, see sugar prices on 22 October.

The legislative committee cleared four drafts on 30 October

The CCLC, chaired by Law Minister Azam Nazeer Tarar, met on 30 October 2026. It approved a National Bank of Pakistan (Amendment) Bill 2026, amendments to the Research and Development Fund Rules 2006 and the Universal Service Fund (Amendment) Rules 2026, and an amendment to section 18(3) of the NADRA Ordinance 2000.

Minister of State for Finance Bilal Azhar Kiani and officials from the ministries concerned attended. The release says the approved drafts "will be submitted to the relevant forums for further proceedings". It does not explain what any of them changes.

Four legal drafts cleared by Pakistan's Cabinet Committee for Disposal of Legislative Cases on 30 October 2026

Committee approval is an early step, not a new law

The CCLC checks legal drafts before they move on. A bill such as the NBP amendment still has to go through Parliament and get the President's assent. A change to the NADRA Ordinance, which is an Act of Parliament in force, also needs Parliament. Rules take effect only when notified.

  1. The ministry concerned prepares a draft.
  2. The CCLC vets and approves it, which happened on 30 October.
  3. The draft goes on to the relevant forum, usually the federal cabinet.
  4. A bill is passed by both houses and signed by the President; rules are notified in the Gazette.
  5. Only then does anything change for the public.

Parliament was prorogued on 30 October, so no bill from this meeting can be passed until a new session is called. The steps for a bill are in how a bill becomes law in Pakistan. A cabinet committee cleared other legal drafts on 28 September, set out in our report on the FIA Act and criminal procedure amendments.

We could not find what the NADRA change does

The release names only the section number, 18(3) of the NADRA Ordinance 2000. It does not say what the sub-section covers or how it will change. We could not open the ordinance's text or any summary on NADRA's or the law ministry's sites, so we do not know its effect yet.

If you are worried about a blocked or cancelled CNIC, nothing has changed for you from this meeting. The current routes are in what to do when a CNIC is cancelled or impounded. We will report the change once its text is public.

Common questions

Did the government allow more sugar exports on 29 October 2026?

No new quantity was announced. The committee reviewed stocks and ordered price monitoring. The last approved quantity on record is 200,000 tonnes.

What is the CCLC?

The Cabinet Committee for Disposal of Legislative Cases. It vets draft bills, rules and legal changes before they go further. It is chaired by the Law Minister.

Has the NADRA Ordinance been changed?

Not yet. The CCLC approved a draft amendment to section 18(3) on 30 October 2026. It still needs Parliament.

What does the National Bank of Pakistan (Amendment) Bill 2026 do?

The government's release does not say. It only records that the CCLC approved the draft on 30 October 2026.

Will these decisions change sugar prices?

Not directly. The committee told officials to keep supply smooth and prevent market distortion while exports go on. It set no price.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 31 October 2026. The sugar meeting comes from PID PR No. 466 of 29 October 2026 and the legislative committee from PID PR No. 486 of 30 October 2026, both read in full on pid.gov.pk. The 200,000 tonne figure and the earlier stock review come from our earlier reports on official releases. The description of how a draft moves on is the general federal process, not something these releases state. We could not read the text of the NADRA Ordinance, NADRA's website refused our requests, and none of the four drafts has been published.
