A small brass compass on a dark wooden table, for a guide to FPSC domicile and quota rules in Pakistan

Short answer: For an FPSC provincial or regional quota post, you need your own domicile certificate, not your father's or husband's. Bring an attested copy to document verification. Your first claim is final, and you must declare that you hold no other domicile. Sindh Urban means only Karachi, Hyderabad and Sukkur.

Domicile decides which seat you compete for. At the Federal Public Service Commission (FPSC), a federal post is split into quotas for the provinces and regions, plus a merit share. A candidate who cannot prove the right domicile on the day of verification is rejected, whatever the test score.

We read the FPSC General Instructions, updated on 12 August 2026, and the forms page on 14 October 2026. This page covers the domicile rules, with the special cases for Sindh, the tribal areas, Azad Kashmir and minorities.

You need a domicile certificate in your own name

FPSC gives quota seats on the basis of the self domicile certificate, issued under the law by the authority set by the provincial or federal government. A local or domicile certificate in the name of your father or husband is not accepted for quota allocation.

Attested copies must be given on the day of physical verification of documents. FPSC says applications of candidates who do not provide a self domicile certificate shall be rejected. If you do not have one, begin the process at once, because offices can be slow. The checklist of everything else you carry is in the FPSC document verification checklist.

Married women should note this rule: a husband’s certificate cannot be used for the quota.

Your first domicile claim is final

Once you claim a domicile and FPSC accepts it for a test, it stays final. No change is allowed in a later test or selection. The domicile accepted by the appointing authority at first entry into government service is also treated as final.

FPSC also asks for an undertaking. You must declare that you do not hold any other domicile certificate besides the one claimed in the online application for that post. Holding two is a risk, so think before you pick one.

  1. Decide which domicile you will claim, based on where you really belong.
  2. Get a self domicile certificate in your own name from the competent authority.
  3. Enter the same domicile in the online application.
  4. Prepare the undertaking that you hold no other domicile.
  5. Bring the original and attested copies to verification.

Merit posts are open to everyone

Vacancies kept for merit are open to all applicants, whatever their domicile or gender. Candidates with a given domicile are considered for that province or region quota. So a strong score can compete on merit, while the quota seat is the second path.

The domicile rule affects the quota seats only. It does not affect the fee, which is the same for all. See how to pay the FPSC application fee for the amounts by grade.

FPSC domicile types and the paper each needs

Sindh Urban covers only Karachi, Hyderabad and Sukkur

FPSC defines Sindh Urban as only the city areas of Karachi, Hyderabad and Sukkur. Cantonment areas count as part of the city. The areas under the District Councils of these districts and the rest of Sindh are Sindh Rural.

DomicileWhat FPSC counts
Sindh UrbanCity areas of Karachi, Hyderabad and Sukkur, including cantonments
Sindh RuralDistrict Council areas of those districts and the rest of Sindh
Erstwhile tribal areasCertificate of residence signed by the authorised officer, Annex-5
Azad Jammu and KashmirAJK domicile, or a State Subject Certificate from an authorised officer, Annex-4

The Departmental Permission Certificate for government staff also asks for the accepted domicile, and in Sindh it must say Rural or Urban. Our page on the FPSC departmental permission certificate shows where that field sits.

Tribal areas and Azad Kashmir need an extra certificate

A candidate from the former tribal areas must add a certificate of residence signed by the authorised officer, using Annex-5, along with the other papers. FPSC lists the areas adjoining Peshawar, Bannu, D.I. Khan, Lakki Marwat, Tank and Kohat, and the agencies of Bajaur, Mohmand, Orakzai, Khyber, Kurram, North Waziristan and South Waziristan.

For vacancies reserved for Azad Jammu and Kashmir, candidates with AJK domicile are considered. Those who hold the State Subject Certificate of that region can also be considered, if it is issued by an authorised officer in the Annex-4 format. A citizen of Pakistan, or a person who derives nationality from the State of Jammu and Kashmir, may apply.

The FPSC forms page also lists a format for a candidate who belongs to a minority, named Annexure-D. We opened it. It is a certificate to be signed and stamped by the Deputy Commissioner or District Magistrate. It says the person belongs to a named minority, is a permanent resident of a district, and that the family ordinarily lives in a named village or town.

For candidates who qualify for extra age, see how to claim age relaxation for FPSC jobs. A disabled candidate must also submit a disability certificate from the competent authority. For the wider rules, read about the disabled persons employment quota.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026, Pakistan time. We read the FPSC General Instructions updated on 12 August 2026, section on citizenship, domicile and quotas, and opened the Annexure-D form on the FPSC forms page. We did not open Annex-4 or Annex-5. The share of seats for each province and region is set in each advertisement, which we did not check here. Confirm with your advertisement and on fpsc.gov.pk.
