How to Get the FPSC Departmental Permission Certificate (Annex-6) as a Government Employee
Government employees need a Departmental Permission Certificate (Annex-6) before applying to FPSC. See who signs, when it is due and what happens without it.

Short answer: If you work for the government and apply to FPSC, you need prior permission from your own department. Fill Annex-6, the Departmental Permission Certificate, send it to your employer, and quote its reference number and date in the online form. Bring the signed original to document verification.
Picture a clerk in a federal office who applies for a BS-17 post online and forgets one thing. Her department never signed the permission. The Federal Public Service Commission (FPSC) cancels the candidature and issues no admission certificate.
We read the FPSC General Instructions, updated on 12 August 2026, and opened the Annex-6 form on the FPSC forms page on 14 October 2026. This page explains the form, who signs it, and the traps.
Government servants must get permission before they apply
The rule comes from the Government Servants (Applications for Services and Posts) Rules, 1966. FPSC says all government employees must get the prior permission of the parent department before they apply for any position. The online form asks you to certify that you did.
In the online application you must enter the reference number and the date of issue of the Departmental Permission Certificate, or NOC. If you do not, FPSC says the candidature is liable to be cancelled and no admission certificate will be issued. DPC means Departmental Permission Certificate, and NOC means no objection certificate. In this case they mean the same thing.
Employees on contract count too. The Annex-6 form lists the nature of employment as temporary, permanent, ad hoc, contract, daily wages or contingent. So a daily wage worker in a ministry should use the form as well.
Annex-6 has two halves, one for you and one for your department
The form says it must be filled in completely, with no column left blank, and then sent to the serving department. You fill the first part. The department fills the second part and signs. A head of department must sign and stamp it with the official stamp.
| Part of Annex-6 | Who fills it | What it holds |
|---|---|---|
| Parts 1 to 4 | The candidate | Name, CNIC, post applied for, case number, present post and request to forward the certificate |
| Parts 5 to 7 | The employing department | Service record, domicile, disciplinary status, adverse entries, signature and stamp of the head |
- Download Annex-6 from the FPSC forms page.
- Fill in your name, father's name, CNIC, the post you applied for and the case number, which looks like F.4 and a number followed by R.
- Write your present post with BS and your department with its full address.
- Sign and date the request, and write the closing date of the advertisement.
- Hand the form to your office. Ask for it to be sent to the Secretary, FPSC, Islamabad.
- When you get the signed original, note its reference number and date, and enter both in your online application.

Your department must answer before the closing date
The form tells the ministry, division or department to forward the certificate, or to tell FPSC it refuses, immediately before the closing date. It also says that if you are selected, the department must relieve you to join the new post. So the department has two duties: reply in time, and let you go.
That makes timing the main risk. Ask for the certificate the day you apply, not on the last day. Offices can take time to find your file, and a refusal that arrives late can leave you stuck. Keep a copy of your request with the receiving stamp.
The department fills in details such as your personal file number, date of birth, date of entry into service, continuous service and any extraordinary leave. It also records your accepted domicile at the time of entry, and whether any disciplinary proceedings are open. A service record table lists each post held, the mode of appointment, and the period served.

Adverse remarks must be disclosed to FPSC
The form asks if anything adverse in your performance evaluation report, record, antecedents or character could make you unsuitable. If the department forwards the case despite adverse entries, it must send extracts of those entries. It must also confirm they were communicated to you and that no appeal is pending.
That is a statement by your employer, not by you. If you have a pending appeal against an adverse remark, settle the question with your office before you apply. Our page on government employee side job rules explains related limits on what a civil servant may do outside the job.
Armed forces staff and ex-employees follow different rules
Officers and personnel of the Armed Forces, including those on leave preparatory to retirement, need permission from Services Headquarters or the Ministry of Defence. Candidates who have left government service must show proof from the old employer that the resignation was accepted or that the appointment ended.
If you join a government job after you submit the online application, tell FPSC at once and produce the certificate with your papers. Hiding it is risky. Missing the original at verification is one of the listed grounds for rejection.
The extra age relaxation also depends on your service. In-service employees with 2 years of continuous government service on the closing date get 10 years, up to age 55. Read how to claim age relaxation for FPSC jobs for the full table.

Carry the original certificate on verification day
FPSC lists the original Departmental Permission Certificate among the documents for verification, along with originals and two attested sets of your degrees, CNIC, photographs, experience certificates and domicile. If you claim it online and cannot show it, your candidature is rejected.
The full document list is in the FPSC document verification checklist. If a rejection happens, a representation within 30 days is the route, but it costs Rs 500 and FPSC may still uphold the rejection.
Common questions
Do I need permission if I work on a contract?
The form lists contract and daily wage staff as types of employment, so use Annex-6. Ask your department if it treats contract staff differently.
What if my department refuses permission?
The form allows the department to communicate its refusal to FPSC. Then your candidature cannot proceed on that permission.
When does the department have to reply?
The form says immediately before the closing date for receipt of applications, so do not leave the request to the last days.
Do I upload Annex-6 or carry it?
You enter its reference number and date in the online form, and produce the original at physical verification of documents.
Where is the Annex-6 form?
It is on the FPSC website, in the Forms section, under Publications, named GR Departmental Permission Certificate for Government Employees.
Who signs Annex-6?
You sign the request. The head of the department, division or ministry signs the second part and affixes the official stamp.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read the FPSC General Instructions updated on 12 August 2026, section on departmental permission, and the Annex-6 form from the FPSC forms page. We did not file one with a department. The text of the 1966 rules was not opened, so we rely on FPSC's own summary of them. Provincial commissions have their own permission rules. Confirm with your office and on fpsc.gov.pk.
