FGEHA charges per square yard for the paperwork a plot owner in G-13, G-14 or G-11 needs after allotment: Rs 20 a square yard for a No Demand Certificate, Rs 20 for a No Encumbrance Certificate, Rs 30 for permission to mortgage and Rs 250 for accepting a power of attorney. A lost allotment letter costs Rs 5,000 per certified copy plus a Rs 2,000 processing fee. On an empty plot, add delay construction charges of Rs 250 a square yard a year.

Those rates sit on the Federal Government Employees Housing Authority's Procedure for Transfer page, which we read on 19 October 2026. Banks ask for the NDC and the mortgage permission before they release a house loan, and buyers ask for the NEC before they pay. So these are the fees that decide whether a deal goes through on time.

A No Demand Certificate costs Rs 20 a square yard, from Rs 2,223 to Rs 13,334

The NDC, which FGEHA also calls the completion letter, confirms that nothing is owed on the plot. The fee is Rs 20 per square yard, and FGEHA prints the result for each standard plot size. A 50 by 90 foot plot is 500 square yards, so Rs 10,000.

The NDC column is FGEHA's own table. The mortgage and attorney columns are our arithmetic from its per square yard rates, rounded to the rupee. The application is a plain paper request with a contact number, signed by every owner, addressed to the Assistant Director (E-II), with an attested CNIC copy and either the attested Provisional Offer Letter and Final Allotment Letter for an allotted plot, or the attested Transfer Letter and Transfer Certificate for a bought one. FGEHA also asks for the approved building plan letter.

FGEHA per square yard fees in Islamabad: NDC Rs 20, NEC Rs 20, mortgage Rs 30, attorney Rs 250

Mortgage permission is Rs 30 a square yard and names the bank

Before a bank can hold your FGEHA plot as security, FGEHA must grant permission to mortgage. The fee is Rs 30 per square yard, so Rs 15,000 on a 500 square yard plot. The application names the bank, financing agency or company that will lend.

The file goes to the Assistant Director (E-II) with an attested CNIC, the attested Transfer Certificate and Transfer Letter, and an affidavit. Delay construction charges are settled at the same time if the plot is still empty. This is the FGEHA equivalent of the lien marking CDA does in its own sectors, described in the guide to CDA mortgage permission. Lenders and their terms are compared in the guide to a home loan to build a house.

A No Encumbrance Certificate also costs Rs 20 a square yard

The NEC states that the plot carries no mortgage, lien or claim recorded with FGEHA. Buyers ask for it before paying, and some banks ask for it alongside the NDC. The fee is Rs 20 per square yard, the same as the NDC, and the application states the purpose.

Attach an attested CNIC and the attested Transfer Certificate and Transfer Letter. As with every other request on the page, FGEHA notes that delay construction charges apply. Ask for the NDC and NEC in one visit if you need both; each has its own fee and its own application.

Worked example of FGEHA fees on a 500 square yard plot in G-13 or G-14

Delay construction charges run at Rs 250 a square yard a year since March 2020

FGEHA charges owners who leave a plot empty. From 1 January 2011 to 3 March 2020 the charge was Rs 1,000 a month. From 4 March 2020 it is Rs 250 per square yard per year, and FGEHA says it runs until the building plan is approved.

On a 500 square yard plot that is Rs 125,000 a year, our arithmetic. The charge is collected whenever you ask for an NDC, NEC, mortgage permission, attorney acceptance, certified copy or inheritance transfer. If a house already stands on the plot, or the plan was approved, an attested copy of the approved building plan's covering letter is accepted instead, and FGEHA says this is specifically the route for G-13 plots. The rules for the plan itself are on FGEHA's Building Plan Approval link, and for comparison the CDA process is in the guide to building plan approval in Islamabad.

A lost allotment letter costs Rs 5,000 per copy, an FIR and two newspaper notices

FGEHA issues a certified true copy of a lost letter for Rs 5,000 per letter, plus the Rs 2,000 processing fee. The application goes to the Assistant Director (E-II). You need an FIR and cuttings from two national newspapers announcing the loss.

  1. Report the loss at the police station and keep the FIR.
  2. Publish a loss notice in two national newspapers and keep both cuttings.
  3. Prepare an indemnity bond and an undertaking or declaration, with attested CNICs of the owner and witnesses.
  4. Pay Rs 2,000 processing and Rs 5,000 per letter, and settle delay construction charges or attach the building plan letter.
  5. Submit to the Assistant Director (E-II) at the FGEHA building, 10 Mauve Area, G-10/4.
Steps to replace a lost FGEHA allotment letter in Islamabad for Rs 5,000 a copy

For a seller overseas, FGEHA accepts a general power of attorney only after its own check, at Rs 250 per square yard, with NADRA verification of the attorney holder and an affidavit that the allottee is alive when the GPA was registered abroad. The same document for CDA sectors is handled through the PAK App power of attorney route.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 19 October 2026. Every fee, document and rate above comes from FGEHA's Procedure for Transfer page, which carries the CTC, inheritance, NDC, mortgage, NEC and attorney sections, read on 19 October 2026. The NDC column is FGEHA's table; the mortgage, attorney and delay charge figures by plot size are our arithmetic from its per square yard rates. We did not apply for any certificate, and FGEHA's page gives no processing time for them.
