KDA publishes nine land forms on its website for Karachi plots. Four cost Rs 500 a set. The mutation, gift, inheritance, mortgage permission and certified copy forms cost Rs 1,500 for a residential plot or Rs 2,500 for a commercial, land or amenity plot. The page says each form price is valid for 60 days.

Anyone who has tried to move a KDA plot into a new name knows the first problem: which form? The Karachi Development Authority (KDA) lists its specimen forms, applications and affidavits on one page of kda.gos.pk. We opened that page on 15 October 2026 and read every row. Below is what each form is for, what KDA says it costs, and what the page leaves unsaid.

KDA lists nine land forms with fixed prices

KDA's Forms page under Estate Management lists nine forms, numbered 0 to 7 plus a lease indenture. Each row shows a description and a form cost. The page header says the form cost is valid for 60 days, and the downloadable PDFs are linked from the same page.

The forms are for allotment, transfer, mutation, lease, mortgage and copies. Mutation means recording a change of owner in the authority's own books. KDA's page does not explain any form in words, so the purpose below comes from the titles.

Match your situation to one form

Pick the form by what happened to the plot. A sale with a registered deed uses Form 02. A gift uses Form 03. A death in the family uses Form 04. A bank loan needs Form 06. A first allotment starts with Form 0. Check the title before you pay.

Here is how the forms fit common cases, reading the titles only.

  • You bought a KDA plot with a registered sale deed: Form 02, mutation by registered sale deed.
  • A parent gave you the plot as a gift: Form 03, transfer or mutation by gift.
  • The owner died and the heirs are taking the plot: Form 04, mutation by inheritance.
  • You want to borrow against the plot: Form 06, permission to mortgage.
  • You need an official copy of a plot document: Form 07, certified true copy.

The sale deed is a separate document from these forms. Check it first, as set out in verifying a property registry before you buy, and make sure the stamp paper is genuine using the Sindh e-stamp and challan check.

The price has two parts and one unclear line

For forms 02 to 07, KDA's page shows Rs 500 payable at the Cash Branch and a balance of Rs 1,000 for residential plots or Rs 2,000 for others. The balance is marked as payable with the "Transition fee", which we read as the transfer fee. Ask KDA to confirm.

The page does not say what the transfer fee itself is. KDA publishes its service charges as separate sheets for each scheme, so your scheme decides that number. Those figures vary by scheme and plot type.

Our reading is below. It is not a KDA statement, and the page wording is short.

Plot typePaid at Cash BranchBalanceTotal form cost
ResidentialRs 500Rs 1,000Rs 1,500
Commercial, land or amenityRs 500Rs 2,000Rs 2,500

What the page does not tell you

KDA's page gives no list of supporting documents, no steps, no timeline and no date for the fee table. The page footer shows 2024. The page's header does show a 60-day validity for form cost. For anything else, you need to ask KDA directly.

That is a real gap. Whether you need a CNIC copy, a sale deed, a death certificate or heirs' affidavits depends on the form, and KDA's page does not list them. Do not guess. Call KDA on 021-99232401 or 021-99232402, or message its WhatsApp line, +92 371 1164722, before you travel to the Civic Centre.

KDA lists its office hours as Monday to Friday, 9am to 5pm, at its Head Office, Civic Center, Karachi, and the email info@kda.gos.pk. We did not file any of these forms, so we cannot describe the counter experience.

Check the plot before you file anything

A form only moves a record that already exists. Before you pay, confirm the plot is in the owner's name, has no dispute and is in the scheme you think it is. A wrong scheme name on a form wastes the 60 days.

  1. Find the plot's allotment or lease papers and note the scheme name.
  2. Check the record with the steps in checking a Sindh land record online.
  3. Pick the form that matches the transaction, using the table above.
  4. Call KDA to confirm documents, fees and the transfer fee for your scheme.
  5. Download the form from kda.gos.pk, fill it, and pay the Rs 500 at the Cash Branch.
  6. File the form with the documents KDA names, and keep a stamped copy.

If the plot will be sold, also think about tax on the sale. Capital gains tax on property and property transfer tax are separate from KDA's fees. If you plan a mortgage, the banks' paper list in home loan documents by property type will help you prepare.

Common questions

How much does a KDA mutation form cost?

KDA's page shows Rs 1,500 for a residential plot and Rs 2,500 for a commercial, land or amenity plot. Rs 500 is paid at the Cash Branch and the balance with the transfer fee.

Which KDA form do I need for inheritance?

Form 04, Mutation by Inheritance. KDA's page does not list the documents, so ask KDA what the heirs must bring.

How long is the form price valid?

KDA's page says the form cost is valid for 60 days. It does not explain what happens after that.

Can I download KDA forms online?

Yes. KDA links each form as a PDF on its Forms page under Estate Management on kda.gos.pk.

Does the page list the documents I must attach?

No. It lists forms and prices only. Call KDA on 021-99232401 before you file.

Do KDA forms replace a registered sale deed?

No. Form 02 is for mutation by a registered sale deed, so the deed comes first. The form records the change in KDA's books.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 15 October 2026. We opened KDA's Forms page on kda.gos.pk, read the table of nine forms and their prices, and read KDA's home page for contact details and office hours. The page carries no date for its fee table and shows a 2024 copyright. We did not file a form or visit KDA. The table of how the Rs 500 and the balance add up is our reading of KDA's wording. Confirm with KDA's forms page before you pay.
