Pakistanis in Malaysia range from students in Kuala Lumpur's universities to workers in Johor and Penang. Most of them need a paper attested at some point, for a job, a marriage or a property at home. We read the consular services page of the High Commission for Pakistan in Kuala Lumpur and its contact page on 1 November 2026. The fee list below is the mission's own, in both US dollars and ringgit.
Kuala Lumpur attestation fees run from RM 45 to RM 150
The High Commission charges RM 45 for affidavits, education certificates, nikah nama, birth and death certificates and similar papers. Degrees, a marriage NOC and a driving licence NOC cost RM 65. Malaysian documents cost RM 105, and a power of attorney RM 150.
| Document | Fee (USD) | Fee (RM) |
|---|---|---|
| Affidavit, authority letter, undertaking | 10 | 45 |
| Unmarried certificate, family letter | 10 | 45 |
| Education certificates and mark sheets | 10 | 45 |
| Birth, death, marriage (nikah nama) or divorce certificate | 10 | 45 |
| Police character certificate, medical certificate | 10 | 45 |
| Pay and pension papers, life certificate | 10 | 45 |
| Passport copy, school leaving certificate, other certificates | 10 | 45 |
| Degrees and diplomas | 15 | 65 |
| Marriage NOC, driving licence NOC, demand letter | 15 | 65 |
| Child registration certificate | 15 | 65 |
| Malaysian documents | 25 | 105 |
| Power of attorney, divorce notice, transfer of residence | 35 | 150 |
A worked example: a student attesting a degree and two mark sheets pays RM 65 plus RM 90, which is RM 155. That total is our arithmetic from the mission's list.

Attestation in Kuala Lumpur is done the same day
The High Commission lists the processing time for attestation and miscellaneous certificates as the same day. Documents are submitted from 9 am to 1 pm, Monday to Thursday, and 9 am to 12 noon on Friday. Delivery is from 3 pm to 4 pm.
| Step | Time |
|---|---|
| Submit documents, Monday to Thursday | 9:00 am to 1:00 pm |
| Submit documents, Friday | 9:00 am to 12:00 noon |
| Collect documents | 3:00 pm to 4:00 pm |
So one visit is usually enough, if you arrive early and your papers are complete. Doubtful documents are a different matter. The High Commission says it refers them to the Foreign Office in Pakistan for checking, and tells the applicant.

Every Pakistani paper needs the Foreign Office stamp first
Nikah nama, birth certificates, unmarried certificates and powers of attorney made in Pakistan must be attested by the Foreign Office in Islamabad, Karachi, Lahore, Peshawar or Quetta first. Education documents need HEC or IBCC before that. Malaysian papers need Malaysia's foreign ministry.
The degree route starts with HEC degree attestation online, and board certificates start with IBCC attestation. A nikah nama needs the papers listed in nikah nama attestation at the Foreign Ministry before it comes to Kuala Lumpur.
Malaysian business documents follow their own path. They must be notarised by a notary public and countersigned by Malaysia's foreign ministry. Bring a full set of photocopies and an authorisation letter if a staff member submits them.
A power of attorney or talaq nama needs you in person
To attest a power of attorney made in Malaysia, the executants and witnesses must come in person with their original NICOP or CNIC and passport, and sign before an official. Bring three photographs and, for property, a copy of the ownership papers.
- Print the text on plain or legal paper, with photocopies.
- Bring your original NICOP or CNIC and passport.
- Bring copies of the executants' and witnesses' cards and passports.
- Bring three passport size photographs.
- For property, add a copy of the ownership papers.
- Sign in front of the High Commission official and pay RM 150.

A Malaysian national giving a power of attorney must have it notarised and attested by Malaysia's foreign ministry. A divorce notice or talaq nama also needs the person in person, with copies of the CNIC, passport and nikah nama, two photographs and two witnesses. The online route at poa.nadra.gov.pk is compared in making a power of attorney from abroad.
A marriage NOC needs an affidavit from home
For a marriage in Malaysia, the High Commission asks for an affidavit from your parents, or from your first wife if you are married, about your status and permission. An unmarried certificate also works. Either must carry the Foreign Office stamp.
Add copies of the affidavit or certificate, your passport, and your fiancé's Malaysian identity card. The NOC costs RM 65.
According to the High Commission's contact page, the chancery is at 132 Jalan Ampang, 50450 Kuala Lumpur. Its phone lines are +60 3 2161 8877 to 79 and +60 3 2161 8880, and the emergency hotline is +60 12 983 7947. Passport fees at the same mission are listed in the Pakistani passport fee in Malaysia. The consular page does not describe a NADRA counter, so plan to renew a NICOP through NADRA's Pak ID.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 1 November 2026. We read the consular services page and the contact page of the High Commission for Pakistan in Kuala Lumpur on mofa.gov.pk on 1 November 2026. We did not visit the mission. The page does not say how fees are paid, whether attestation can be sent by post, or whether the mission has a NADRA desk. The worked example is our arithmetic.
