How to Pay for Steam Games in Pakistan: Dollar Prices, Cards and Tax
Steam prices Pakistan in US dollars at a South Asia rate. Which cards work, why they get declined, Wallet codes, refunds and the 0.5% or 1% FBR card tax.
Steam sells to Pakistan in US dollars, at a discounted "South Asia" price, and you pay with a Visa or Mastercard debit or credit card that allows international online payments. Your bank may add FBR advance tax of 0.5% if you are on the Active Taxpayers List, or 1% if you are not.
Buying Steam games in Pakistan is simple once the card works. Most failed payments come from the card, not from Steam. We checked Steam's own help pages, its developer pricing notes and live store prices from a Pakistani connection on 28 September 2026, and FBR's current withholding tax rate card.
One test tells the story. From Pakistan, Steam showed Cyberpunk 2077 at $29.99 USD. The same query for the United States returned $59.99. Not every game is cheaper, though: Elden Ring showed $59.99 for both.
Steam charges Pakistan in US dollars at a South Asia price
Steam has no rupee price. Pakistan sits in a group Valve calls "USD_SASIA", a discounted US dollar price for Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka. Publishers choose whether to use it, so some games are much cheaper here and some cost the full US price.
Valve's developer documentation says it recommends this lower dollar price for "several South Asian countries where we don't have local pricing", and names Pakistan in that list. Your card is still charged in dollars. Your bank then converts the amount to rupees at its own rate.

These are the prices Steam's own store returned on 28 September 2026, before any sale. Prices change with every sale, so treat the table as an example of the gap, not as a price list.
Your store country is set by your first purchase
Steam fixes your store country from the location of your first purchase. After that you can change it only once every three months, and only by paying with a payment method from the new country. Make your first Steam purchase while you are in Pakistan.
This matters for people who travel. Steam's help page says a new user who is travelling cannot set a home country while abroad. If you open an account in Dubai and buy there, your store country becomes the UAE, and you will need a UAE payment method until you can switch back.
Do not try a VPN to get another country's price. Steam's region help page says using a proxy or VPN to disguise your location is "strictly against the Steam Terms of Service" and may lead to restrictions on your account. Your whole game library sits on that account, so the risk is not worth a few dollars.
Visa and Mastercard cards are the main way to pay
Steam lists the payment methods for your country only at checkout. Its refund methods page, opened from Pakistan, names Visa, Mastercard, American Express, Discover, JCB and PayPal. In practice, a Pakistani Visa or Mastercard debit card with international online payments switched on is the usual route.
We opened Steam's refund methods page from a Pakistani connection. It says those six methods "support refunds" in your country. PayPal appears on that list, but we did not test whether a PayPal account can be used from Pakistan, so do not plan around it.
Pakistani bank cards usually block foreign online payments until you switch them on. For example, HBL says its Visa and Mastercard debit cards work abroad once international or e-commerce use is enabled in its app. Other banks work the same way, through the app, internet banking or the helpline.
- Switch on international e-commerce for your card in your bank's app.
- Check your card has enough balance for the dollar price plus conversion and tax.
- Add the game to your Steam cart and choose your card at checkout.
- Enter the one-time code (OTP) your bank sends to confirm the payment.
- Check your bank statement a few days later for the final rupee amount.
No bank card of your own? A virtual dollar card from a Pakistani provider is the next thing people try. Test it on a cheap item first, because Steam may still decline a card issued abroad or a prepaid card.
JazzCash and Easypaisa wallets are not on Steam's list. Their Visa or Mastercard debit cards are a different matter, since they are ordinary card numbers. The same approach works on Google Play in Pakistan, where the wallet's card, not the wallet itself, is what gets charged.
Your bank may deduct FBR tax of 0.5% or 1%
FBR's withholding tax rate card, updated to 30 June 2026, lists advance tax under section 236Y on amounts "remitted abroad through credit, debit or prepaid cards". The rate is 0.5% for people on the Active Taxpayers List and 1% for everyone else. Your bank collects it.
On a $29.99 game, 1% is about 30 cents. It is small on one game and it adds up over a year of purchases. Being a tax filer in Pakistan halves it, and the tax is adjustable against your income tax when you file.
Your bank's currency conversion is a separate cost. Each bank sets its own rate and card charges, so the final rupee figure on your statement will be higher than the dollar price converted at the open market rate. Ask your bank for its foreign transaction charge before a big purchase.
Steam Wallet codes still work, but retail cards are ending
A Steam Wallet code adds money to your Steam balance without a card at checkout. Valve says it is ending physical Steam Gift Cards in shops because of scams, and expects retailers to run out by the end of 2026. Existing cards and codes can still be redeemed.
Steam's help page says Valve now limits redemption to the currency of your Steam Wallet. It also says it cannot refund Wallet codes or game keys bought from third parties. So a code bought from an online reseller is at your own risk, and the seller is the only one who can help if it fails.
- Buy from someone you can reach again. A Facebook seller who disappears leaves you with no recourse.
- Never pay for Steam money to settle a debt, a fine or a "customs fee". Nobody official asks for payment in gift cards.
- Redeem the code at once on the Redeem a Steam Gift Card or Wallet Code page, while the seller is still answering.
Steam Digital Gift Cards are the safer way to send money to a friend. They are bought on Steam and land straight in the other person's account.
Refunds come back to your card within two weeks of buying
Steam refunds any game on request within 14 days of purchase, if you have played it for less than two hours. The money goes back to your card, or to your Steam Wallet if the card cannot take it. Unused Wallet top-ups bought on Steam are refundable within 14 days too.
Ask through help.steampowered.com. Steam says it pays within a week of approval. Remember that the rupee amount can differ from what you paid, because your bank converts the refund at a new rate. Whether the bank also returns the 236Y tax depends on the bank, so check your statement.
If you are still choosing between a PC and one of the gaming consoles sold in Pakistan, remember that console games are bought through each maker's own store, not Steam. PC players waiting for Rockstar's next game should note that GTA 6 is coming to PS5 and Xbox first, and no PC version has been announced.

Does Steam show prices in Pakistani rupees?
No. Steam charges Pakistan in US dollars. Many games use a lower "South Asia" dollar price, and your bank converts the charge to rupees.
Can I use a Pakistani debit card on Steam?
Yes, a Visa or Mastercard debit card usually works once your bank has switched on international online payments. Enable it in your bank's app before checkout.
Why was my card declined on Steam?
International e-commerce is usually switched off, or the balance does not cover the dollar price plus charges. Check both, then ask your bank whether it blocked the payment.
Can I change my Steam region to another country?
Only if you live there. Steam lets you change store country once every three months with a payment method from that country. A VPN breaks Steam's terms.
Are Steam Wallet codes from online sellers safe?
They carry risk. Steam cannot refund codes bought from third parties, and Valve is ending retail gift cards because of scams. Buy only from a seller you trust.

The prices came from Steam's store from a Pakistani connection. The 0.5% and 1% rates are in FBR's withholding tax rate card. We did not make a purchase, so we did not see the full Pakistan checkout list.
