Android to Block APKs From Unverified Developers in 2027: What Changes in Pakistan
Google will require verified developers for Android apps from 2027. See what changes for APK installs in Pakistan, the one day advanced flow, and the $25 fee.

Google will stop certified Android phones from installing apps made by unverified developers, and the global rollout begins in 2027. Nothing changes for Pakistani users yet. When it arrives, an APK from an unknown developer will need a one-time "advanced flow" with a one day wait, while Play Store apps work as before.
The first phase started on 30 September 2026, in four countries only: Brazil, Indonesia, Singapore and Thailand. Pakistan is not one of them. Google's developer page says verification "will be expanded globally for all apps on certified Android devices in 2027", and it has not given a Pakistan date.
This matters here more than in many countries. Pakistanis install a lot of apps outside the Play Store: modified WhatsApp builds, game mods, loan apps, and APK files that local shops and schools send over WhatsApp. We read Google's developer verification pages and FAQ to see what will change for each.
What developer verification means for an Android phone
Every Android app will need a developer who has registered with Google and proved who they are. On a certified Android phone running Android 7 or later, an app from an unregistered developer will not install normally. Google delivers the check through Google Play services, not a system update.
A certified device is one that ships with Google's apps and the Play Store built in, which is how most Android phones are sold in Pakistan. The rule follows the developer, not the download source. An APK from a website, a link or a WhatsApp message is checked the same way as one from a third party store.

Play Store apps keep working, APKs face the change
Apps from the Play Store come from developers Google already knows, so installs and updates should carry on as normal. The change hits APKs from developers who do not register. Apps installed by a developer over a USB cable using ADB, Android's developer tool, stay exempt.
Google's FAQ also says updates to an unregistered app "will fail" unless the advanced flow is on. So an old APK you already use may stop updating once the rule reaches Pakistan, even if it still opens.
For most people that is good news. Fake loan apps, fake "PTA tax" apps and look-alike banking apps usually spread as APKs. Requiring a known developer makes it harder for those to reach a phone. Until then, the steps to verify an official app before you install it and to check Google Play Protect and app permissions are still the best defence.
How the advanced flow lets you install unverified apps
Google is not banning sideloading outright. Users who want an unverified app can turn on an advanced flow once. It is slow on purpose, so that a scammer on the phone cannot rush someone through it.
- Turn on developer mode in system settings.
- Confirm that nobody is coaching you to do it.
- Restart the phone and sign in again.
- Wait one day. Google calls this a one-time protective waiting period.
- Confirm with your fingerprint, face or PIN.
- Choose to allow unverified installs for 7 days or for good.
Even then, each install shows a warning that the app comes from an unverified developer, with an "Install Anyway" button. If anyone on a call ever asks you to turn on developer mode and wait a day, hang up. That is exactly the trick this design is meant to stop. Report the number through the fake call and SMS scam routes.
What Pakistani app developers need to do
Anyone in Pakistan who shares an Android app outside the Play Store should register before 2027. A full account costs a one-time $25 and needs a government ID for an individual, or a D-U-N-S number for a company. Students and hobbyists can use a free limited account instead.

A D-U-N-S number is a nine digit ID for businesses, which Google asks organisations to provide. A limited account can later move up to a full account, but Google says it will not allow the reverse.
Paying the $25 needs a card that works for foreign payments. Some Pakistani bank cards have international use switched off, so check your bank app first.
Who should act first
- Software houses that send client apps as APK files.
- Schools, clinics and shops with their own Android app outside the Play Store.
- Freelancers who deliver test builds to foreign clients.
- Game and utility makers who distribute on their own websites.
If your users' phones stop updating your app in 2027, they will blame you, not Google.
What to do now if you use APKs
Make a list of every app on your phone that did not come from the Play Store. For each one, check whether the maker also publishes it on the Play Store and switch to that version. For the rest, ask whether you still need them.
