To get a driving licence in Balochistan, book a slot on the Quetta Traffic Police website at qtp.gob.pk (Online Appointment), then visit the licence branch on Spinny Road, Quetta, with your CNIC copy and a medical certificate. The learner application carries a Rs 20 ticket. You need to be 18 for a car or motorcycle, 21 for an LTV and 22 for an HTV.

We checked the Quetta Traffic Police booking system on 10 October 2026. It lists one branch, Quetta, and four kinds of appointment: learner licence, permanent licence, driving test and international licence. Each has seven one-hour slots a day with 10 seats in each. Below are the steps, the papers for every licence type, and the parts the official site does not spell out, such as the full fee.

Book a Quetta licence appointment online first

The Quetta Traffic Police website has an Online Appointment page. You enter your name, mobile number and CNIC, pick the branch and the licence type, then choose a time slot. The site then shows your booking with a counter and dealing time, which you can download.

  1. Open qtp.gob.pk and choose Online Appointment.
  2. Enter your name, mobile number and CNIC number.
  3. Select the branch. On 10 October 2026 the only branch listed was Quetta.
  4. Select the licence type: Learners Driving License, Permanent Driving License, Test Driving or International Driving License.
  5. Pick a time slot that shows seats available, confirm, and download the appointment details.

When we checked, the slots ran from 9 to 10 in the morning through 4 to 5 in the afternoon, with no slot between 1 and 2. Most slots had 8 to 10 of their 10 seats free, so a next-day booking looked easy.

Five steps to book a driving licence appointment on the Quetta Traffic Police website

Minimum age depends on the vehicle

The Quetta Traffic Police set the minimum age by vehicle type. A car or motorcycle licence needs you to be 18. A light transport vehicle (LTV) licence, which covers rickshaws, taxis and commercial tractors, needs 21. A heavy transport vehicle (HTV) licence needs 22.

LicenceMinimum ageKey papers
Learner permit18 (car, motorcycle), 21 (LTV), 22 (HTV)Application, medical certificate, attested CNIC copy, Rs 20 ticket
Permanent licenceSame as aboveForm A, original learner at least 6 weeks old, 2 photos, fee ticket, driving test result
International licenceValid local licence holderInternational form, CNIC copy, 2 photos, licence copy, passport valid 6 months, visa, fee
Duplicate licenceExisting holderCNIC copy, 2 photos, post office expiry report, FIR if lost, fee ticket
Balochistan driving licence minimum ages: 18 for car and motorcycle, 21 for LTV, 22 for HTV

Learner permit papers and the Rs 20 ticket

For a learner permit, the official list is short: the application, a medical certificate showing you are fit to drive, an attested copy of your CNIC, and a Rs 20 ticket fixed on the learner application. That Rs 20 ticket is the only fee figure the Quetta Traffic Police publish.

Get the medical certificate before your slot, not after. A missing paper usually means a second trip to Spinny Road. And practise. The learner is your permission to learn on the road under supervision, not a licence to drive alone.

Permanent licence after at least 6 weeks on a learner

You can apply for a permanent licence once your learner permit is at least 6 weeks old. Bring Application Form A, the original learner permit, two fresh passport-size photographs, and the fee ticket. You also need the result of your driving test, so book a Test Driving slot as well as the licence slot.

The website says to affix a ticket of the "mentioned fee" but does not list the permanent licence fee. We could not find a published fee schedule for Balochistan, so ask at the counter when you book. Once you have a licence, you can check it any time on the same site under License Verification, using your CNIC. The result shows the licence number, type, category and status.

International and duplicate licences

An international licence needs the international application form, your CNIC copy, two photos, a copy of your valid Pakistani licence, your passport valid for at least six months, and the visa for the country you are going to. Pakistan also has a national online route, and the international driving permit online may suit you if you live outside Quetta.

For a duplicate, bring your CNIC copy, two photos, a report or certificate from the relevant post office showing your licence's expiry date, and an FIR from the police station if the licence was lost. If police refuse to record a lost-document report, you can complain on the Balochistan Police 1715 complaint line.

Contacts and what to do if something goes wrong

The licence office is with SSP Traffic, Spinny Road, Quetta. The Quetta Traffic Police phone number is 081 9213316 and the email is info@qtp.gob.pk. The official site and the Balochistan Police site also link to a Quetta Traffic Police app on Google Play.

Drivers outside Quetta should call before travelling, because the online system listed only the Quetta branch. If you are moving between provinces, the rules differ: Sindh has its own learner and test process, and Khyber Pakhtunkhwa publishes its own licence fees. And once you are on the road, keep your vehicle's Balochistan token tax paid as well.
