How to Claim Sales Tax Exclusion on Your K-Electric Bill as a Retailer in Karachi
K-Electric excludes FBR-registered retailers with a valid NTN and GST certificate from sales tax on bills. See who qualifies, how to apply and who to call.

K-Electric (KE) says sales tax for retailers is collected through electricity bills, and that a retailer registered with FBR who holds a valid NTN and GST certificate can be excluded by completing the form on KE's website. Once KE verifies it, the exclusion shows in your upcoming billing cycle. Service providers should ask to change their business category instead.
A tailor, a lawyer and a grocer can all pay for electricity at a commercial meter, but only one of them sells goods to customers. KE's page on retailer exclusion turns on that difference. We opened it on 15 October 2026 and read every line. It is short, so below we set out what it says, what you need before you start, and what it leaves unanswered.
KE collects sales tax for retailers through the electricity bill
KE's page says that under the Sales Tax Act, 1990, sales tax for retailers applies to businesses that sell goods directly to consumers, and that it is collected nationwide through electricity bills. A shop meter in Karachi can therefore carry this tax unless an exclusion is on file.
The page does not state the rate, and we did not find the rate on it. It also does not name the SRO behind the exclusion, so we cannot cite one. If you want the amount charged on your own bill, open the bill and look at the tax lines, as electricity bill line items explained shows for a normal Pakistani bill.
KE has a separate page for income tax status. If your bill shows a higher income tax charge because KE does not have you as a filer, the electricity bill advance tax filer rules are the place to look. The exclusion described here concerns sales tax, and the two are not the same thing.

Only FBR-registered retailers qualify for the exclusion
KE grants the exclusion to retailers registered with FBR who hold a valid NTN and a GST certificate. Both must be valid. An expired or inactive registration is the likeliest reason for a refusal, so check yours before you fill in the form.
You can check an NTN on FBR's own channels. The rules on where to verify are in verifying an NTN online with FBR, which warns against third-party sites that ask for your CNIC. FBR also publishes an Active Taxpayer List, which is also covered in the active taxpayers list after the 15 October deadline.
KE's page names the NTN and the GST certificate. It does not say whether a business registered only for income tax is enough. If yours is a small shop with an NTN but no sales tax registration, ask KE on 118 before you apply.
Service providers are treated differently
KE says the tax is not applicable to service providers. If you sell a service, such as repairs, tuition or a clinic's treatment, the page tells you to ask for a change of business category at your nearest KE Customer Experience Centre, and not to use the exclusion form.
This matters because many Karachi businesses do both. A mobile shop sells phones, which are goods, and also repairs them, which is a service. KE's page does not explain how it treats a mixed business. Describe what you actually do and let KE tell you which route it wants.
If your meter is on the wrong tariff entirely, that is a separate fix. Changing an electricity tariff between commercial and residential sets out that process, and commercial electricity rates for shops in 2026 shows what a shop pays per unit.
Apply in six steps and keep every copy
Gather your NTN and GST certificate, open KE's Exclusion From Sales Tax For Retailers page, complete the form, and keep a record. KE verifies the details, and the exclusion appears in the next billing cycle. Check that bill for the change.
- Confirm that you sell goods to customers and are registered with FBR.
- Check that your NTN and GST certificate are valid.
- Open the Sales Tax Exclusion for Retailers page under Customer Service on ke.com.pk.
- Complete the form on that page with your consumer details and registration details.
- Keep a screenshot or copy of what you submitted, with the date.
- Check your next bill. If the tax is still there, call KE on 118.

The form itself did not load as text for us, so we cannot list its fields. We did not submit it. KE's page gives no deadline and no processing time beyond "your upcoming billing cycle". Pay your bill on time while you wait, and claim any overcharge afterwards, because an unpaid bill can lead to a notice.
If the tax stays on the bill
Call KE's helpline on 118, or write to customer.care@ke.com.pk, or call 92-21-3263 7133 or 92-21-3870 9132. KE also answers on Facebook and X. Quote your consumer number, the date you applied and the bill that still shows the tax.
If KE does not resolve it, a written complaint to NEPRA is the next step. The route is in the K-Electric complaint route through 118 and NEPRA. Keep both bills, the old and the new, since a refund claim rests on them.

How long does the exclusion take?

No. The exclusion concerns sales tax for retailers only. Income tax on a bill depends on your filer status.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 15 October 2026. We read KE's Exclusion From Sales Tax For Retailers page and its customer service menu on ke.com.pk, where the eligibility rule, the NTN and GST requirement, the billing cycle note, the service provider note and the contact details appear. The form did not render in our fetch, and we did not submit it. KE's page gives no rate, SRO, deadline or processing time, and we have not stated any. Confirm details on KE's retailer exclusion page.
