Short answer: You cannot go on Hajj 2027 from Pakistan if your name is on the Exit Control List, a court has barred you from travel, you are terminally ill, or you have no valid Pakistani passport. A disabled pilgrim needs an attendant, and every pilgrim needs a registered doctor's medical certificate.

Check these points before you pay an instalment. Money already paid is hard to recover, and a rejected pilgrim loses time that cannot be replaced.

We read the Hajj Policy 2027 to 2030 in full on the Ministry of Religious Affairs website on 13 October 2026. The conditions below are in Part I, clause 7, called "Mandatory Conditions for Hujjaj". They apply to both the government and the private schemes.

A valid Pakistani passport comes first

Clause 7(1) says applicants must be Pakistani nationals holding a valid Pakistani passport at the time of applying. The ministry will announce the minimum validity each season, following Saudi instructions.

Check the expiry date now. If you need a new one, read how a passport application works in our guide to the passport office counters, biometrics and ECL check. Passport rules are also changing, as we explain in the page on the end of machine-readable passports on 15 October.

Do not wait for the final notice. A passport can take weeks, and a pilgrim who has no valid passport on the day the quota fills may lose a place in the queue. Renew early if the expiry is within a year.

The Exit Control List and court orders block you

Clause 7(7) is short and firm. Applicants whose names appear on the Exit Control List, or who are subject to a court order barring travel abroad, are not eligible to proceed for Hajj.

The Exit Control List, or ECL, is a government list of people who may not leave Pakistan. Many people do not know they are on it until an airport officer says so. Check before you apply, not at the airport.

Conditions that stop a pilgrim from going on Hajj 2027 from Pakistan

Health rules are strict

Clause 7(4) says all health conditions in the Saudi instructions must be met. Only applicants who meet them may proceed. Terminally ill patients are not permitted. Fitness must be shown by a medical certificate from a registered medical practitioner in Pakistan.

The Pak Hajj app asks for this certificate before it takes the second instalment. We cover the steps in the guide to the Hajj 2027 second instalment. The ministry's home page also carries a notice dated 8 October 2026 that the certificate is compulsory before that instalment for the government scheme. We could not open the full notice, so read it on the ministry site.

Disabled pilgrims need an attendant

Clause 7(6) says applicants with disabilities or special needs must be accompanied by a designated attendant. The next words matter: patients with the medical conditions in clause 7(4) "will not be allowed on any pretext".

So an attendant makes a disabled but otherwise fit pilgrim eligible. It does not make a terminally ill pilgrim eligible. The app has a hardship quota route for adding one helper, which we describe in the page on the Pak Hajj app features.

Age is a separate matter. The policy leaves the age limit to the Saudi authorities, so an older pilgrim should ask the ministry before paying and keep the doctor's certificate current.

Bad conduct in Saudi Arabia can bar you later

Clause 7(10) lists conduct that can disqualify a pilgrim from future visits to Saudi Arabia under government auspices. It names begging, political activity, immoral conduct, drug trafficking and theft.

The policy adds a plain warning. Drug trafficking is a capital offence under Saudi law, with penalties that include prison, corporal punishment or execution.

Run this check before you pay

  1. Look at your passport expiry date and note it.
  2. Ask the passport office whether your name is on the ECL.
  3. Book a visit to a registered doctor for the medical certificate.
  4. Decide who the attendant will be, if you need one.
  5. Only then register or pay, using how to register for Hajj from Pakistan.

Common questions

Can I go on Hajj 2027 if my name is on the Exit Control List?

No. The policy says applicants on the ECL are not eligible to proceed for Hajj.

Can a disabled person go on Hajj from Pakistan?

Yes, with a designated attendant. The attendant rule does not apply to people with the serious medical conditions that the policy bars.

Is a medical certificate needed?

Yes. It must come from a registered medical practitioner in Pakistan. The app asks for it before the second instalment.

Is there an age limit for Hajj 2027?

The policy says age limits are set by the Saudi authorities each season. The ministry then notifies them, so we cannot give a number yet.

Can bad behaviour in Saudi Arabia stop me going again?

Yes. Begging, political activity, immoral conduct, drug trafficking or theft can bar a pilgrim from future government-run visits.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read the Ministry of Religious Affairs' Hajj Policy and Plan 2027 to 2030, Part I clause 7, and the ministry's home page. We could not read the full 8 October medical certificate notice, the minimum passport validity or the Saudi age limit.
