Short answer: Petrol costs Rs 382.02 a litre in Pakistan from Wednesday, 21 October 2026, up Rs 0.88 from Rs 381.14 on 20 October. High speed diesel is Rs 389.80, up Rs 0.53 from Rs 389.27. It is the first petrol rise since 15 October.
That is the petrol price today in Pakistan, taken from the Oil and Gas Regulatory Authority (OGRA) sheet that applies from 00:00 hours on 21 October. OGRA is the regulator that works out fuel prices under the daily pricing system. We opened the sheet for 21 October and the one for 20 October on 21 October 2026, and compared them line by line.
Petrol is Rs 382.02 and diesel Rs 389.80 from 21 October
From 21 October 2026, petrol is Rs 382.02 a litre and high speed diesel is Rs 389.80. Both rose by under a rupee. Petrol is still Rs 16.94 below its October high of Rs 398.96 on 9 October, and diesel is Rs 10.55 below its Rs 400.35 of 1 October.

| Fuel | 17 October | 20 October | 21 October |
|---|---|---|---|
| Petrol | Rs 386.30 | Rs 381.14 | Rs 382.02, up Rs 0.88 |
| High speed diesel | Rs 396.96 | Rs 389.27 | Rs 389.80, up Rs 0.53 |
Diesel is Rs 7.78 dearer than petrol, a little less than the Rs 8.13 gap on 20 October. The 20 October sheet is in our report on the petrol price on 20 October, and every sheet this month sits in the list of daily OGRA petrol and diesel prices in October 2026.
A higher freight premium lifted petrol even as the Gulf price fell
Petrol rose because costs other than the Gulf price went up. The Gulf petrol average in OGRA's sheet fell $1.09 to $120.35 a barrel. But the premium including freight rose $1.38 to $19.79, and customs duty rose Rs 0.52 to Rs 26.31 a litre.
Put together, the cost and freight price per barrel went up to $140.14 from $139.85. In rupees, petrol landed at Karachi costs Rs 244.79 a litre, up Rs 0.84. The rupee average barely moved, at Rs 277.07 to the dollar against Rs 277.09. One item pulled the other way: the exchange rate adjustment dropped from Rs 0.67 to Rs 0.18.

The premium is the weighted freight and margin of the cargoes the state oil company imported in the last seven working days. The sheet does not say why it moved, so we do not guess. The method behind each line is in the petrol price formula.
Diesel rose Rs 0.53 because the Dubai price edged up
High speed diesel rose Rs 0.53 to Rs 389.80 because the crude price in the average rose. The Dubai figure went from $108.02 to $108.34 a barrel. The diesel crack, the gap between diesel and crude, stayed at $38.00, and customs duty stayed at Rs 15.68.
Diesel landed at Karachi costs Rs 266.56 a litre, up Rs 0.53 from Rs 266.03. The same Rs 80 petroleum levy and Rs 5 climate support levy apply to diesel. How the crack is set is in the guide to the diesel crack.
Levies and customs add Rs 111.31 to each litre of petrol
Of the Rs 382.02 petrol price, Rs 111.31 is tax and duty. That is the petroleum levy of Rs 80, the climate support levy of Rs 5 and customs duty of Rs 26.31. OGRA's sheet says petrol is currently exempt from sales tax, so that line is zero.
| Part of the petrol price, 21 October | Rs a litre |
|---|---|
| Landed cost at Karachi | 244.79 |
| Exchange rate adjustment | 0.18 |
| Customs duty | 26.31 |
| Freight equalisation, company and dealer margins | 25.74 |
| Petroleum levy | 80.00 |
| Climate support levy | 5.00 |
| Total | 382.02 |
The levy and customs share is 29.1 per cent of the petrol price. For diesel it is Rs 100.68, or 25.8 per cent, because diesel carries less customs duty. To see the tax inside your own receipt, use the guide to the tax in a petrol and diesel bill.
A fill-up costs Rs 4.40 to Rs 8.80 more than on 20 October
At Rs 382.02, a bike tank of 5 litres costs Rs 1,910.10 and a car fill of 10 litres costs Rs 3,820.20. That is Rs 4.40 and Rs 8.80 more than on 20 October. Against the Rs 386.30 of 17 October, the same fills are still cheaper.

- Pick your litres, for example 5 for a bike or 10 for a car.
- Multiply by Rs 382.02 for petrol or Rs 389.80 for diesel.
- Compare with the figure on your pump screen, which should match the sheet price.
- If a pump charges more, check it on the OGRA pump price list and complain through the steps in the guide to short measure at a petrol pump.
OGRA's sheet price is before the cost of moving fuel from the depot to the individual pump. That is the secondary freight, which the sheet footnote excludes. So a pump far from a depot can legitimately differ by a small amount, and any large gap is worth a question.
What the 21 October sheet does not tell us
The sheet does not say what the price will be on 22 October. OGRA publishes no forecast, and its own note says the full effect of a world price change reaches the pump within seven working days. We make no prediction, and we have not seen a sheet for any date after 21 October.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the OGRA daily fuel price sheets effective 20 and 21 October 2026 on 21 October 2026, from the OGRA price publications page, where the 21 October entry is the newest listed. Every figure above comes from those two sheets, and the differences are our own subtraction. We have not seen the sheet for 22 October, and the sheet gives no reason for the move in the freight premium.
