Check the Qatar Minimum Wage Before You Sign: QAR 1,000 Basic Plus Food and Housing for Pakistani Workers
Qatar's minimum wage is QAR 1,000 basic, plus QAR 300 food and QAR 500 housing if not given. Check a Pakistani worker's contract against it before signing.

Short answer: Qatar's minimum wage law sets a basic wage of QAR 1,000 a month for workers of every nationality, including Pakistani workers. If the employer gives no food and no housing, the worker must also get at least QAR 300 for food and QAR 500 for housing, so QAR 1,800 in total. This is what the ILO reports. Check it against your contract.
A Pakistani worker is offered a job in Doha. The agent says "QAR 1,500 all in". The contract says QAR 800 basic. One of those numbers is below Qatar's legal floor, and a worker who knows the floor can see it before paying the agent.
We read two International Labour Organization (ILO) pages on Qatar's labour reforms on 14 October 2026. The ILO is the United Nations body for labour rules. Its pages date from 2021 to 2023. We could not read Qatar's Ministry of Labour page, so we cannot say if the amounts have been raised since.
The legal floor is QAR 1,000 plus allowances
The ILO says Qatar sets a minimum basic wage of QAR 1,000 a month. If the employer gives no food or housing, it must pay at least QAR 300 for food and QAR 500 for housing. Together that is QAR 1,800 a month.

| Part of pay | Minimum, per the ILO |
|---|---|
| Basic wage | QAR 1,000 a month |
| Food allowance (if no food given) | QAR 300 a month |
| Housing allowance (if no housing given) | QAR 500 a month |
| Combined floor | QAR 1,800 a month |
The ILO says the wage took effect on 20 March 2021 in its article text, though the page's date line reads 19 March. It covers workers of every nationality in all sectors, including domestic workers. The law has no lower rate for foreign workers.
An employer who gives you a bed and meals can pay less cash, but the housing and food must be real. Ask exactly what is provided, where you will sleep, and who pays for transport.
Read the contract against the floor
Add the basic wage to any cash allowances and compare the total with QAR 1,800, or QAR 1,000 if food and housing are provided. A basic wage below QAR 1,000 is under the floor the ILO describes. Do not sign it.

- Find the basic wage line in the contract and check it is at least QAR 1,000.
- See whether food and housing are provided. If not, check the cash allowances are at least QAR 300 and QAR 500.
- Check that overtime, if any, is listed separately and is not folded into the basic wage.
- Check the employer's name matches your visa and your job demand.
- Keep a signed copy before you leave Pakistan.

You do not need a no-objection certificate to change jobs
The ILO reports that Qatar dismantled the most restrictive parts of its kafala sponsorship system. Workers no longer need an exit permit to leave or a no-objection certificate (NOC) from the employer to change jobs.
That is a major change for Pakistani workers who feared being stuck with one employer. The ILO pages we read do not give notice periods or the steps to change employer, so ask the Ministry of Labour or the Pakistani embassy before you act.
The ILO also says a Wage Protection System (WPS) monitors wage payments for all private-sector workers, but that gaps in wage payment remain. In practice, keep proof of your pay each month.
What to do if pay falls below the floor
Keep your contract, payslips and bank record, then complain through Qatar's Ministry of Labour. The ILO says an online complaints platform gives workers easier access, and the Ministry received 34,425 complaints between October 2021 and October 2022. It also says court delays remain a problem.

The ILO reports a Workers' Support and Insurance Fund, set up in 2019, which has paid out over USD 350 million to workers. We do not know the claim steps or the amounts for a Pakistani worker, so we do not promise a payout.
From Pakistan, you can also get help. Overseas Pakistanis can use the OPF complaint cell; read how to lodge an OPF complaint and how to recover unpaid dues abroad. If you are stuck, see how to get Foreign Office help. Before you travel, read the visa steps in the Qatar work visa guide and book your GCC medical through Wafid.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026, Pakistan time. We read the ILO pages Qatar's new minimum wage enters into force and Overview of Qatar's labour reforms. These are reports, not Qatar's own pages, and they date from 2021 to 2023. We could not confirm any later change to the amounts, or the notice period for changing jobs.
