Check Your WhatsApp Business Charges in Pakistan: 1,000 Free Service Messages a Month
Since 1 October 2026 Meta charges after 1,000 free WhatsApp service messages a month per number. Check your Billing Hub payment method and avoid lost replies.
Since 1 October 2026, Meta charges for service messages on the WhatsApp Business Platform once a business phone number passes 1,000 of them in a month. Check that a payment method is attached in Billing Hub, or messages after the free 1,000 will not be delivered. Meta also raised its utility and authentication rate for Pakistan on the same date.
This affects Pakistani businesses that send WhatsApp messages through the Business Platform, often called the WhatsApp API, usually through a software provider. The free WhatsApp Business app on a phone is a different product, and the pricing pages we read describe the Platform. This guide shows what changed, what to check on your account and how to keep a bill small.
Service messages are free only up to 1,000 a month per number
Until 30 September 2026, replies to customers inside the 24 hour window were free. From 1 October, Meta gives every business phone number a free tier of 1,000 delivered service messages a month. It charges from the 1,001st message onwards.
A service message is a normal reply to a customer who messaged you first. It is not a template, so it can only be sent while the 24 hour customer service window is open. Meta's page also says the free tier does not roll over. Unused messages from October are gone in November, and the count resets at 12am in the timezone of your messaging account.

A free entry point window opens when a customer taps a Click to WhatsApp ad or a Facebook Page button and messages you. Meta says all message types are free for you inside that window.
Without a payment method, messages after 1,000 stop
This is the part that can hurt a small shop. Meta says that if a business has no payment method on its messaging account, it will still deliver service messages inside the free tier but will not deliver them after the free tier is used. Customers would simply get no reply.
Check it now, in this order:
- Open Billing Hub in Meta Business Suite with your business account.
- Find the messaging account linked to your WhatsApp number.
- Confirm that a payment method is attached and not expired.
- Count how many replies one number sends in a month, using your software provider's report.
- Set an internal alert at about 800 service messages so you are not surprised.
Payment is usually by international card, so a business paying for ads should check the card works. The guide to paying Google and Meta ads from Pakistan covers card options. Your software provider may bill you instead of Meta, so ask them how the charge reaches you.
Pakistan's utility and authentication rate went up
Meta's pricing page lists Pakistan among the markets where the utility and authentication rate increased on 1 October 2026. It lists an earlier rise for Pakistan on 1 April 2026 too. Utility messages are things like order updates, and authentication messages are one time codes.
We could not read the exact new rate in a text form that we trust. Reports put Pakistan's utility rate at about $0.015 a message against about $0.0014 for India, which would be around ten times more. We have not confirmed those numbers on Meta's own rate card, so treat them as reported. Open Meta's rate card for your own currency before you quote a customer.
Meta also says volume tiers lower the price for large senders, and only charged messages count toward the tiers. Messages sent inside a free entry point window do not count.
Keep the bill small by answering inside the right window
Three habits cut the cost. First, send ads that open a free entry point window when you want customers to message you. Second, answer inside the 24 hour window with normal replies rather than templates. Third, do not send marketing templates to people who have not agreed to hear from you, because that costs money and breeds blocks.
Government bodies and non-profit organisations are treated differently. Meta's page says service messages stay free beyond the monthly tier for eligible government and non-profit organisations, in effect through 31 December 2027.

Common questions about WhatsApp Business charges
Do I pay when a customer messages me first?
No. Meta does not charge for messages from a user to a business. Your reply inside the 24 hour window is a service message and is free up to 1,000 a month per number.
Does this apply to the free WhatsApp Business app?
The pricing pages we read describe the WhatsApp Business Platform, the API used through software providers. They do not describe the free phone app. Confirm with your provider if you are unsure which one you use.
What happens if I have no payment method?
Meta says service messages are delivered within the free 1,000 but not after. Add a payment method in Billing Hub to keep replies flowing.
Does the free 1,000 roll over to next month?
No. Meta says unused free messages do not roll over, and the count resets each month at 12am in your account timezone.
Is the Pakistan rate really ten times India's?
That figure was reported, and we could not confirm it on Meta's rate card. Meta's page does confirm that Pakistan's utility and authentication rate increased on 1 October 2026.
