Diesel is Rs 14.04 dearer than petrol, the widest gap on any October sheet. The previous sheet is in our report on the petrol price on 22 October, and the month so far sits in the list of daily OGRA petrol and diesel prices in October 2026.

The Gulf petrol price fell $0.91 a barrel, cutting Rs 1.60 a litre

Petrol fell because the Gulf petrol average in OGRA's sheet dropped from $118.80 to $117.89 a barrel. The freight premium stayed at $19.79 and customs duty stayed at Rs 26.31 a litre, so the fall passed straight to the price.

The cost and freight price per barrel went from $138.60 to $137.69. Petrol landed at Karachi costs Rs 240.48 a litre against Rs 242.08 a day earlier, which is the full Rs 1.60 fall. The rupee average moved from Rs 277.06 to Rs 277.04 to the dollar. The exchange rate adjustment stayed at Rs 0.18.

Petrol price per litre in Pakistan on 20, 21, 22 and 23 October 2026

Petrol has now fallen on two sheets in a row, and is lower than at any point in the sheets we have read for October. The method is in the petrol price formula.

Diesel rose Rs 1.64 because the Dubai crude price went up $0.95

High speed diesel rose Rs 1.64 to Rs 391.75 because the Dubai crude average in OGRA's sheet rose from $108.52 to $109.47 a barrel. The diesel crack stayed at $38.00 and customs duty stayed at Rs 15.68 a litre.

Diesel landed at Karachi costs Rs 268.51 a litre, up Rs 1.64 from Rs 266.87. It is the largest rise in diesel on any October sheet. Diesel is still Rs 8.60 below its Rs 400.35 of 1 October. The crack is explained in the guide to the diesel crack.

Levies and customs add Rs 111.31 to each litre of petrol

Of the Rs 377.71 petrol price, Rs 111.31 is tax and duty: the Rs 80 petroleum levy, the Rs 5 climate support levy and Rs 26.31 customs duty. Sales tax is zero on the sheet. The government did not change the levy.

A petrol fill costs Rs 8 to Rs 16 less than on 22 October

At Rs 377.71, a bike tank of 5 litres of petrol costs Rs 1,888.55 and a car fill of 10 litres costs Rs 3,777.10. That is Rs 8.00 and Rs 16.00 less than on 22 October. Ten litres of diesel at Rs 391.75 cost Rs 3,917.50.

Cost of a 5 litre and a 10 litre petrol fill in Pakistan on 23 October 2026
  1. Pick your litres, for example 5 for a bike or 10 for a car.
  2. Multiply by Rs 377.71 for petrol or Rs 391.75 for diesel.
  3. Compare with the figure on your pump screen, which should match the sheet price.
  4. If a pump charges more, check it on the OGRA pump price list and complain through the steps in the guide to short measure at a petrol pump.

A pump far from a depot can differ by a small amount, because OGRA's sheet excludes the secondary freight from the depot to the pump. A large gap is worth a question.

What the 23 October sheet does not tell us

The sheet gives no forecast and no reason for the Gulf or Dubai moves. We have not seen a sheet for any date after 23 October. OGRA's own note says the full effect of a world price change reaches the pump within seven working days.

Every figure above comes from those two sheets. The differences, percentages and fill costs are our own arithmetic. Earlier October prices come from our own earlier reports. The sheet gives no reason for the moves in world prices.
