Short answer: In Islamabad you start a sale deed registration in PAK App under ICT Services, then E-Registration. You enter the land details from the digital Fard and finish in person at the Revenue Facilitation Centre in Sector G-11/4, where buyer and seller are identified. The National IT Board (NITB) publishes no fee, so ask before you pay.

A property deal in Islamabad used to mean a stack of paper and a day at the sub-registrar's office. NITB says the application now starts on a phone and ends at one facilitation centre. Money still changes hands in the real world, so the steps below matter.

We read the NITB pages on the Islamabad e-registration service on 12 October 2026. We did not file a registration, because that needs a real deal and real identity checks. The steps come from NITB's own notice.

What e-registration covers in Islamabad

NITB lists a sale deed, property transfer, gift deed (hiba nama), tenancy agreement and a general power of attorney among the services. The system was built for the Islamabad Capital Territory Administration (ICTA). It covers land in Islamabad Capital Territory, not other provinces.

NITB's own figures show how much it is used. Its page on the digital transition for sale deeds and powers of attorney reports 1,263 applications received, 449 Fards issued and 344 registered cases. The page is undated, so we cannot say the period those totals cover.

The steps NITB lists for a sale deed

NITB gives six steps: sign in to PAK App, open ICT Services and choose E-Registration, pick the service and purpose, fill in the form, enter the land details from the digital Fard, then visit the Revenue Facilitation Centre in G-11/4 for verification and the deed.

  1. Download PAK App and sign in. The PAK App sign-in with Pak ID works the same for property services.
  2. Go to the ICT Services section and select E-Registration.
  3. Choose the service you need, for example Sale Deed, and the purpose of registration.
  4. Complete the application form with the details of both parties.
  5. Enter the land information from the digital Fard: the Khewat, Khatooni and Khasra numbers.
  6. Visit the Revenue Facilitation Centre in Sector G-11/4. Document verification is done there, and you receive the Sale Deed.

Get the Fard first. Our guide on getting a Fard of Islamabad land on PAK App shows how, and you need its numbers in step 5.

Both buyer and seller are identified at the centre

NITB says the Revenue Facilitation Centre runs a secure digital identity check for buyers and sellers, with real-time database verification at each stage. The record is matched to NADRA, so the seller who signs must be the person on the register.

This is the part aimed at fraud and impersonation. If someone else has been posing as the owner, the check is meant to catch it before the deed is signed. It does not replace your own checks. Read how to verify a property's title before you buy before any money moves.

What NITB does not tell you: fees, stamp duty and time

The NITB pages do not state a registration fee, a stamp duty amount or a processing time. We will not quote one. In Islamabad, stamp paper is now reported to be electronic and linked to OneLink payments, but we found no rate on an official page.

Two other costs sit outside the registration. The value used for tax follows official valuation tables, which our guide on checking DC valuation explains. The seller's tax on the gain is covered in capital gains tax on property. Ask the centre for the exact payable amount in writing.

Pay only through an official channel that gives you a receipt. Do not give cash to an agent for "speeding up" a case.

If the plot is a CDA allotment, check the CDA route

A CDA plot or house has its own transfer rules and clearances, separate from village land in a revenue estate. If your property is a CDA allotment, read how to transfer a CDA plot or house first, and confirm with CDA which office handles the paper.

The PAK App flow above is described by NITB for land records in the revenue estates and the registration of deeds. It does not say it replaces CDA's own approvals for allotted plots.

Common questions

Can I register a sale deed in Islamabad entirely from my phone?

No. NITB's steps end with a visit to the Revenue Facilitation Centre in G-11/4, where documents are verified and the deed is issued.

What do I need from the land record?

You need the digital Fard numbers. NITB names the Khewat, Khatooni and Khasra numbers as the land details the form asks for.

How much is the registration fee in Islamabad?

NITB does not publish it on the pages we read. Ask the centre for the exact amount and get a receipt for whatever you pay.

Can I also register a gift deed or tenancy agreement this way?

NITB lists a gift deed, tenancy agreement and property transfer among the services. It does not give separate steps for each, so confirm the exact steps for your document at the centre.

Who should I call if the app will not accept my details?

Call NITB on 051-9265061 or 051-9265376, Monday to Friday, 9 am to 5 pm, or write to info@nitb.gov.pk.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the NITB notices on property registration, the digital transition of real estate administration and the property services overview on 12 October 2026, at nitb.gov.pk. The pages are undated. We did not see a fee table or stamp duty rates. The mention of electronic stamp paper linked to OneLink comes from press reports. The agreement between the ICT Administration and the Punjab Land Records Authority on e-stamp paper is described on the CDA website, dated 28 October 2025.
