Overseas Pakistanis with a Hajj 2027 problem can contact the ministry's named focal person, Muhammad Umar Butt, on WhatsApp +92 306 3332555, office +92 51 9203060 or mediacellmora@gmail.com. Your medical form goes in the overseas category on the Hajj system, verified by your own doctor. Private scheme booking closes on 20 November 2026.
The Ministry of Religious Affairs named him in a notice dated 12 August 2026, which we read on its website on 7 November. He handles information requests and problems with processing or submitting a Hajj 2027 application. The notice is a single page, and the steps below combine it with the ministry's other Hajj 2027 notices.
One officer handles Hajj 2027 queries from overseas Pakistanis
The ministry nominated Muhammad Umar Butt, its Assistant Director (Media), as focal person for intending pilgrims among overseas Pakistanis. You can contact him for any information, or for a problem with processing or submitting your Hajj 2027 application. The notice names no other officer.
| Contact | Detail from the notice |
|---|---|
| Name | Muhammad Umar Butt, AD (Media) |
| 0306 3332555, or +92 306 3332555 from abroad | |
| Office phone | 051 9203060, or +92 51 9203060 from abroad |
| mediacellmora@gmail.com | |
| Notice date | 12 August 2026 |
That Gmail address looks unusual for a ministry, but it is the one printed in the signed notice. Send your request with your CNIC or NICOP number, your application number and a clear line on the problem. A short WhatsApp message with a screenshot is more likely to get an answer than a long one.

Ministry office hours fall early if you live abroad
The ministry's site lists office hours of 9:00 am to 5:00 pm, Monday to Friday, in Pakistan time. For someone in Riyadh or Doha, that is 7:00 am to 3:00 pm. For someone in Dubai, 8:00 am to 4:00 pm. In London, 4:00 am to noon this winter.
WhatsApp saves you from those hours, so use it first. The same number also appears on the ministry's site as its official WhatsApp complaint line. Our conversion below uses the standard time differences for November and is not from the ministry.
| Where you live | Ministry hours in your time |
|---|---|
| Saudi Arabia, Kuwait, Qatar, Bahrain | 7:00 am to 3:00 pm |
| UAE, Oman | 8:00 am to 4:00 pm |
| UK, in winter | 4:00 am to 12:00 noon |
Written complaints can also go through the ministry's Hajj complaint system at contact.hajjinfo.org. The ministry's general line is +92 51 9207161, and its general email is info@mora.gov.pk.
Your medical form goes in the overseas category
The ministry says overseas pilgrims get the medical form completed and verified by their own doctor, then upload it in the overseas category on the Hajj Management System. Pilgrims living in Pakistan need a PMDC registered doctor instead. Saudi instructions make the certificate compulsory.
That is a real concession for people abroad, since a doctor in Jeddah or Manchester is not on the Pakistan medical council's list. But upload in the wrong category and you may have a problem. If the app rejects your form, send a screenshot to the focal person.
- Download the medical form from the Pak Hajj app or portal.
- Have your own doctor complete and verify it.
- Log in to the app or the Hajj Management System.
- Choose the overseas category and upload the form.
- Save a copy of what you uploaded.
- Message the focal person if the upload fails.

Where the Hajj 2027 deadlines now stand for you
The government scheme's second instalment closed on 20 October 2026. Private scheme booking and payment closes on 20 November 2026, on the Pak Hajj app or the Hajj portal only. Substitution requests for government scheme cases opened this month.
The ministry said on 27 October that about 15,000 private Hajj seats were left. Check the private Hajj 2027 packages if you have not booked, and read the payment rules for private Hajj first. Paying an operator directly is what the ministry has warned about in its own alerts.
If a companion has dropped out on the government scheme, the online substitution application is the route for a close relative. A spouse holding a foreign passport has a different route: the POC card holder spouse request.

Hardship quota covers a mahram or a helper, if seats remain
Successful pilgrims can ask to add a mahram, or a disabled or weak pilgrim can ask for a helper, under the hardship quota. You apply on the Pak Hajj app or portal. The ministry decides each case by quota availability, so a request is not a seat.
The notice lets you pick the member from home, which helps if you live abroad. The ministry's notice gives no closing date, and it was posted on 22 September, so ask the focal person if it is still open before you count on it. What the Pak Hajj app can do covers package changes, room choice and cancelling for a refund.
Keep your Pakistani passport valid until 16 November 2027
The ministry has asked pilgrims to keep their passports valid until 16 November 2027. Overseas pilgrims should check this first, because renewal abroad takes time. A foreign passport for a POC spouse must meet the same date.
If your passport runs out before that date, start now. A renewal at a mission abroad can run into appointment and processing delays, and our table of Pakistani passport fees in Saudi Arabia is one place to start. Passport delays for Hajj have their own complaint route through DGIP.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the focal person notice, the hardship notice and the medical form notice on the Ministry of Religious Affairs site on 7 November 2026. These are images, and we translated the Urdu ones ourselves. We did not test the numbers, and we did not log in to the Hajj system.
