Punjab runs a Virtual Women Police Station that takes a complaint by phone, app, live chat or video call, and follows it through to trial. You do not have to walk into a police station to start.

It sits inside a network the Safe Cities Authority puts at 19,629 cameras across 41 cities, with 321 panic buttons and an automated system that detects 21 traffic violations.

The Virtual Women Police Station

It was inaugurated on 22 April 2024 and is described as the first initiative of its kind in Pakistan.

A woman can reach it through the 15 emergency line, the Women Safety App, which offers live chat and video call, the Punjab Police app, or the Safe City web portal. The stated purpose is to let a complaint be made without attending a station, and the service is described as guiding a woman through the whole process from registration of an FIR to trial.

That last part is the significant claim. It is not only a place to report. It is presented as accompaniment through the case.

Two figures on the same page that do not agree

The page publishes performance figures, and they need reading carefully.

It states 1,028,091 resolved cases, 91,343 FIRs registered and 3,392 cases under inquiry. It also says the system has received over 50,000 complaints.

Those two scales cannot both describe the same thing. The larger numbers may cover the whole emergency and complaint system rather than the women's service specifically, but the page does not say so, and we are not going to guess which reading is right.

We are reporting both as published. Treat the existence and the access routes of the service as the useful part, and treat the volume figures as unreconciled.

The same authority lists several other centres aimed at people who find a police station hard to use.

There is a Virtual Center for Child Safety, a Misaq Minorities Center, and a Center for Senior Citizens and Special Persons. There is also a virtual blood bank, a legal advice service and a blood donation coordination function.

The pattern is the same in each case. The barrier being removed is the journey and the counter, not the process itself.

Complaints and challans

  1. Emergency, including immediate danger, goes to 15.
  2. A complaint about police conduct or inaction goes to the IGP Complaint Cell on 1787.
  3. A general public complaint can be registered through the police complaint management system online.
  4. Traffic challans issued by the automated system can be checked and paid online.
  5. Vehicle blacklisting and its removal have their own published forms.

What is not published, and it matters

The most common request people have of a camera network is footage. Somebody was hit at a junction, a car was taken, a shop was robbed, and the camera was right there.

We looked for a published process by which a citizen requests footage for a case or an accident, and did not find one on the pages we read. There is no stated form, fee, time limit or eligibility rule.

So we are not going to describe a process we cannot show you. In practice, footage requests are made through the investigating officer of the case rather than by the public directly, which is why registering the case properly is the step that matters. If you need footage, raise it with the investigating officer and ask for it to be recorded in the case file, because footage is retained for a limited time and the request has to be made while it still exists.

Why the access route is the point

For most people the hardest part of reporting is not the law, it is the first step.

A woman reporting harassment, an elderly person reporting a fraud, a parent reporting something involving a child. Each of those is a conversation that gets harder in a crowded room with an audience, and easier on a video call from home.

That is what these services change. They do not change what the offence is or what the court will do. They change whether the report gets made at all.

Whatever channel you use, note the date, the time and any reference number you are given, and keep the app or call record. A report with a reference is far easier to follow up than a conversation nobody logged.
